Hurricane Agnes brought heavy rainfall to Elmira between June 22 and 23, 1972, causing the Chemung River to crest at 25.2 feet, more than double the flood stage. The surge destroyed the Walnut Street Bridge and much of Water Street.<\/p>\n
At the time, almost nobody in the area carried flood insurance. The following year, Congress passed the Flood Disaster Protection Act of 1973, which tied flood insurance requirements to federally backed mortgages in mapped high-risk zones.<\/p>\n
A standard home insurance policy covers things like damage from wind or fire, or a tree limb that comes through your roof. But water that rises out of Newtown Creek or the Chemung River generally falls outside a standard homeowners policy.<\/p>\n
From a homeowner’s perspective, that separation can feel unfair. But after events like this one, private insurers largely stepped back from offering flood coverage, prompting the federal government to create the National Flood Insurance Program. As a homeowner, your options are typically private flood insurance or coverage through the NFIP.<\/p>\n
Elmira’s levee and floodwall system, in place since 1950, was no match for Hurricane Agnes. In the years that followed, the Army Corps of Engineers built the Tioga-Hammond and Cowanesque reservoirs upstream to help manage future flood risk.<\/p>\n
Thanks to those improvements, many homes once considered high-risk are no longer classified that way, and many lenders have since stopped requiring flood insurance for them.
